Actually why it takes so long, is that Politicians pressured (as a pre-election goody) to lower the points from 75 to 67. At 75 points Canada was still getting its 125K skilled workers and applications were be processed in less than 18 months. Now look at the mess, probably 500K or more applications in the backlog.
