I'm having some issues and with regard to the field in the immigration form titled "visa office responsible for processing this application". I'm applying from inside Canada even though my country of citizenship is Bangladesh. Which office will be responsible for my application. I've been living in Canada for the last 3 years (2 on study permit and 1 on post grad WP.

Should I put down Singapore or CPC Ottawa?

You are free to choose any one from Singapore or CPC-O. I recommen you to choose CPC-O being the faster than Singapore and ease of application process.
