Which Test score equivalency chart of IELTS I should meet?

Here is my scenario:

FN before 27th February 2008
Not yet attend IELTS

Because Test score equivalency chart of OP6 (FSW) has been modified on 28th November 2008, do anyone can confirm me, which Test score equivalency chart of IELTS I should meet? Thank you!

According to the chart it appears they have reduced the numbers from 7 to 6.5 and still give you 4 point, hoever note that they haven't change that for Listening and is still 7.5 to 9 for high.

Depending upon your self assessment and what is needed to complete 67 point, you should try to get at least 6.5 in Reading, Writing and Speaking and 7.5 in listening to get 4 point for each. This goes for IELTS.

That mean I need to fulfill new requirement on IELTS, such as 6.5 Reading / Writing / Speaking if I want to claim 4 points? Thank you

But I want to ask, what the guideline can affect for those submitted application?

This is rule came out on Nov 28th, you need to find out if it is retroactively effected from Feb 27th or it starts from Nov 28th.

Remember, 7.5 (min) is still required for Listening

Thank you, but I just aware that a sentence in the bottom of the table:

visa officers should also assess applications and test reports which pre-dated 28/11/2008, against the above correlation table if it is to the applicants advantage

What is the meaning?

Ok, that means the rule will take effect on 11/28/2008, however, if it is in applicant advantage, the Visa Officer have power or discretion to reward points to the application prior to 11/28/2008 and apply them the new rule of IELTS.
