I guess it's safer to use a courier to send your application.
There's an address for regular mail and another one for courier.
Make sure to use the right one depending of your choice.

I am asking this because our application was returned to us and we sent it before thru courier and CIC opened our app after 14days. So i am trying to see if the PO box address would be much better than the robert speck address. Thanks

I don't think it matters how you send it, you will end up with the same result. It will end up in the same mail room and into the same pile and will be opened when it's your packages turn to be opened. It will be sent back to you again though if you didn't correct the reason why they returned it to you the first time. I would worry more about why it was returned and how to correct it. Unfortunately they don't open and review the applications the day they are received as they receive a quite a few a day and there are only so many employees. So into a pile they go and they get opened in order they are received, the time it takes to open them depends on the backlog, not the address you sent it to.
