When can I change my job? Only after getting the card?

I submitted all the documents a bit over a month ago; there have been no updates so far. I got points for the job offer (no LMIA) I am working on, but I am kind of tired of working where I am. I think it will be hard to find another job in the exact same NOC, so considering I would get something different, at what stage would I be safe to move forward? From the eCOPR on, maybe? Or do I need to wait for my PR card? Thanks
