What's the difference between comparative evaluation of studies and an eca?

Hello, can somebody tell me if I need to send my diploma and transcripts to an institution to evaluate them?
I'm asking because I can't find anywhere on the Quebec immigration webpage about an evaluation like WES.

Not event in the documents list,

It only says that you need to send your diplomas and transcripts, am I missing something?

For example, to access jobs in Québec’s public service, the comparative evaluation may be considered to be on the same footing as diplomas earned in Québec."

So I do not understand, it seems that I don't need it to immigrate, but how does affect me? do I loose points if I don't do it?

Yes its not mandatory (I did not do that for me as well) but if you have one, that is the only certificate that you can use it in arrima profile. I have WES and I could not use it in my profile

One of my friend who arrived in Quebec on spousal open work permit was required by his employer to get this evaluation done before starting his job.

I believe having this evaluation may have some impact on aarima profile
