Undocumented immigrants stay in the US before entering Canada

United States, 2nd May: Its official now. It’s the US, and not Canada, that is a gateway for majority of undocumented immigrants coming to Canada from the world over.
According to latest information by an internal American consular memo, majority of undocumented immigrants live in the US before crossing over to Canada and seek immigration status there.

Phillip Chicola, a U.S. consular in Vancouver, has written to the White House that a large number of undocumented immigrants, after spending years in the US, sneak into Canada by changing their identity and their passports in a bid to hide their unlawful stay in the US earlier.

Taking the issue in detail, he revealed in 23rd February, 2010 cable that several undocumented aliens cover up the previous orders of removal issued to them in the US confirming their unlawful stay in the US. Such immigrants arrive in Canada for seeking legal immigration status after living in the US for long period without legal authority to do so, Chicola added.

The fact that all such undocumented immigrants have lived in the US before making a move to Canada is proved by the typical US accent or the ability of such immigrants to speak better-than-average English apart from the standard systems of identification, asserts Chicola.

More often, it’s the US that happens to level allegations that Canada is becoming an easy route for undocumented immigrants wanting to come to the US, he stated.

Agrees a professor of economics at Simon Fraser University, British Columbia, Don DeVoretz. DeVoretz, who is an observer of issues related to immigration maintains that it’s an irony that the US is being used as a route way for undocumented immigrants for getting entry to Canada.

For long, it has been a common held notion of Americans that undocumented aliens come to their nation from Canada, but it has now been noticed that it’s the other way around, stated an amazed DeVoretz. H-1B visa program that allows temporary foreign workers having professional qualifications including IT and engineering skills to live and work for a limited period of time has become a source of misuse by the foreigners, the diplomatic cable reports.

Although, the number of such cases have gone down considerably in Vancouver since the probe by Calgary officials, but the investigations are going on unabated to find those misusing the H-1B visas in Canada.

New Canada citizenship guide to assist future Canada citizens

Canada, 4th May: A new simpler Canada citizenship guide will help those preparing to undertake Canada citizenship test.

The improved version of Canada citizenship guide will, thus, ease the tough path towards Canada citizenship for new immigrants here. The launch of the new guide was revealed by Jennifer Howard, Labor and Immigration Minister.

New Canada citizenship guide will help newcomers become Canada citizens--Gaining Canada citizenship is integral for becoming a full-fledged member of the Canadian society, Howard stated. He added that becoming a Canada citizen is a matter of great pride and gives a sense of belonging to new Canadians.

The easier Canada citizenship guide will help newcomers participate in the society and become responsible Canada citizens, he maintained. Manitoba provides all help to new immigrants in making active participation in the society, Howard quipped.

He asserted that Manitoba does not intend to make things difficult for new immigrants in terms of becoming Canada citizens.

New resource welcomed---The new guide is being welcomed by Luis Luna, co-coordinator of immigrant resource program at the Portage Learning and Literacy Center.

Luna said that since the new study guide is in easy English, this will be of immense help for newcomers in Canada who usually face difficulties in understanding tough language while making transition to citizens of Canada.
The new study resource of Manitoba is based on the 2011 Discover Canada Study Guide.

New guide available to instructors, settlement workers and immigrants--The guide will be provided to settlement workers, instructors and volunteer facilitators across Manitoba for enabling new immigrants prepare fully for the Canada citizenship test.

The new resource will include user-friendly material of study and learning activities in simple English language.

Canada happens to have the maximum rate of naturalization the world over with Canada citizenship being conferred to around 85 percent of new immigrants. Each year, nearly 4,500 newcomers are granted Canada citizenship in Manitoba.

The study material was shared by Manitoba at the Canada 2011 Conference held on 30 April in Halifax at with audience at the Teacher of English as a Second Language.

Classes for preparation of citizenship-test are held by the Immigrant Center throughout the year.

Higher protection sought for immigrant workers in Saskatchewan

Canada, 5th May: A new regulatory protection is underway for offering more protection to foreigners working in Saskatchewan.

Consultations before introduction of new law--As per the Ministry of Advanced Education, Employment and Immigration in Saskatchewan, a new legislation is being proposed for protecting the rights of foreign workers in the province. For this, the government initiated public consultations before introduction of a new law in Saskatchewan.

The consultations began on 11th April till the period of four weeks. Consultants, settlement advisors, employers, lawyers and immigrant workers in Saskatchewan will be consulted in cities like Regina, Yorkton, Swift Current and Saskatoon.

A final report will be provided to the ministry of Saskatchewan after seeing the results of consultations undertaken by Insightrix Research’s Adam Yuzik and Corrin Harper.

Consultations aims to know the views of people regarding employment issues in Saskatchewan-Rob Norris, the minister for Advanced Education, Employment and Immigration, said wide consultations with foreign workers, employers, citizens and others are being carried on to know the details of the issues and to develop appropriate solutions for protection of their rights in Saskatchewan. Views can be provided for these issues through completion of an online survey.

Saskatchewan aims to allure higher number of immigrants--Moreover, Saskatchewan intends to encourage and invite more and more immigrant workers to come, stay and work here, he asserted. The government of Saskatchewan aims to popularize the province to the foreigners as a best place for living, working and raising a family, he maintained. As of now, foreign workers are attracted to come and live in Saskatchewan by immigrating through SINP(Saskatchewan Immigrant Nominee Program). The year 2010-11 attracted 4,195 immigrants to the province under this program.

Immigrants in Canada don’t stay healthy for long

Canada, 6th May: Immigrants living in Canada are prone to unhealthy lifestyles and as a result, don’t live healthy for long, findings of a recent research show.

Immigrants arriving in Canada are found to be in much better health conditions as compared to their native Canadian counterparts.

Immigrants in Canada become unhealthy with passage of time--After immigrating to Canada, they tend to become unhealthy with the passage of time. Moreover, the study findings also reiterate that the longer the immigrants stay in Canada, the unhealthier they tend to become.

According to the lead author of the study and an assistant professor with University of Alberta’s School of Public Health, Katerina Maximova, living longer in Canada makes immigrants become unhealthy.

The study involved 6,400 children belonging to the low-income group in Montreal neighborhood representing 104 nations who were studies for a period spanning greater than five years.

Study analyzes changes in BMI among immigrant and Canadian children--In the study published in the Annals of Epidemiology, Maximova maintains that the main focus of the study was to know the changes coming in the BMI(body mass index) among immigrant and native-born Canadian children.

It’s a known fact that immigrants are healthier on their arrival than Canadians and that’s called healthy immigrant effect, asserted Maximova. Hence, the study aimed to know whether this healthy immigrant effect was also applicable to immigrants’ children or not, she stated. The study included children of new immigrants in Canada, Canada-born children whose parents are immigrants in Canada and native-Canadian children in the age group of nine to 12 years.

Striking findings of the study—The study findings showed that the healthy immigrant advantage enjoyed by new-to-Canada immigrant offsprings is not found in either native-born Canadian children or second-generation immigrants.

The healthy immigrant advantage gets lost with each successive year spent in Canada, states Maximova. With the passage of time, the BMI of immigrants starts to be almost the same as that of unhealthier native-born young Canadians, she asserts.

Study asserts need for supporting healthy choices by low-income communities—There is a need for promoting healthy neighborhoods with less fast food outlets, more playgrounds, surroundings with people leading healthy lifestyles including exercise and healthy eating, she maintains. All this can do wonders in bringing the required changes in the BMI.

Adding 100,000 additional immigrants to Canada- Boon or bane

Canada, 10th May: Imagining a scenario if Canada welcomes 350,000 new immigrants each year, ask three Canadian economists, in a bid to know the consequences of such a situation in Canada.

The issue that led to triggering of an immigration debate in Canada is the brain-child of three economists, namely, Morley Gunderson and Peter Dungan from the University of Toronto, and Tony Fang from York University.

Fang, who is a professor of human resources management in the Faculty of Liberal Arts & Professional Studies at York University, has undertaken several macroeconomic simulations along with Prof. Gunderson.

Among the factors considered by these economists for knowing the effects of higher levels of immigration on the economy of Canada include participation of immigrants in the workforce, spending on infrastructure and services, money brought in by newcomers and existing differences in labor market.

Increased Canada immigration cited beneficial for the nation—These three economists consider immigration as really positive for the Canadian economy. In their press release, they maintain clearly that increasing the annual intake of Canada immigration by 100,000(from 250,000 to 350,000) would be of significant advantage for the nation.

• It will have a positive effect on the GDP (gross domestic product) of the nation.

The GDP will go up by around 2.3 percent by the year 2021 in the period of decade.

• Increased levels of Canada immigration will lead to higher investments in housing in Canada since more immigration means increased population(by around 2.6 percent) resulting in higher demand for services and goods.

New rules proposed for online payday loan firms in Nova Scotia

Canada, 9th May: New changes in the rules for online payday loan firms in Nova Scotia are being recommended.

And these changes, if approved, are going to spell doom for several internet payday loan firms that are operating without licenses in Nova Scotia.

Such unregistered payday loan firms will find it difficult to collect amount from the borrowers.

License mandatory for all online lenders in Nova Scotia--A detailed report of 22 pages was released by Nova Scotia regulator- the Utility and Review Board, last Wednesday. According to this report, all online lenders must hold a license and should have a register office in Nova Scotia.

Access to cost details and copies of loan agreement—Another requirement as laid down by the Utility and Review Board in its report maintains providing details of information relating to costs involved and furnishing copies of loan agreement forms as provided by all brick and mortar companies.

In February this year, a ruling had reduced the maximum limit of amount to be charged by the payday loan firms having its offices in Nova Scotia from $31 per $100 loan to $25 per $100 loan.

Board offers solution for dealing with internet money lenders not registered-The board has provided a perfect remedy for online lending firms offering loans to the residents of the province without having license under the Nova Scotia rules.

The solution as recommended by the regulatory board is any unlicensed firm in Nova Scotia cannot enforce repayment of the internet payday loan against the borrower.

Hence, this provision would prove to be advantageous for the borrower since it will prohibit the firm, not licensed at the time of offering loan, against any attempts to get the money back by the firm, the decision of the board maintains.

New rule aims to encourage Nova Scotians to deal with registered online firms—Aim of this proposed ruling is to encourage the provincial residents to only approach those online firms that hold authorized license for offering money.

The new proposed ruling also asserts on protecting the personal information of the internet payday borrowers under the existing law while providing access to understandable and clear information to all borrowers.

Jobs recovery missing new Canadians

Canada, 10th May: Unemployment rate in Canada is, undoubtedly, going down slowly and gradually after hitting a high during the recession.

Jobless rate for new immigrants in Canada declining slowly--The jobless rate for Canada-born people went down from 6.7 percent to 6.2 percent in the period of one year, the figures revealed by the Toronto Immigrant Employment Data Initiative suggest.
