It is actually counter foil which is if given a PR a paper attachment for your passport.naveedali said:

he got PPR a few months ago but when he sent his passport and got it back it was blank without visa. On inquiring from CIC they replied that we sent PPR by mistake and now he see this counter thingy in his GMCS notes.Sous02 said:
