What determines which visa office you have?

Hi all

What determines which visa office you get? Or is it totally random?

For example I'm a British citizen but live in the USA on a work visa.. So what office am I likely to get?

Usually where you live.

Ottawa services US residents.

In very few cases, the file may be sent somewhere else due to workload distribution: sometimes the home country (I've already seen on this forum a Canadian resident's application get sent to their home country), and sometimes a completely unrelated country.
