Waiting for landing paper( PR card)

Dear sir
My girl friend is applying permanent resident in Quebec, Canada, and she got her provincial nominee in may 2012, and now she is waiting for the landing paper, she is suppose to get her landing paper in June 2013, but now the immigration office is go on strike, and her work permit will expire on September, she is not sure if she can get her landing paper before September, and for some physical reason, she can't work this 2 mouth, so she can't extend her work permit either. She want to what if she still doesn't receive her landing paper when her work permit expire on September, could she still stay in Canada to waiting for the landing paper? Thank you so much!

Note that as long as she has submitted an application to renew her work permit so that CIC receives it BEFORE the existing work permit expires, she is covered by implied status. Further, if she becomes a permanent resident before they process the work permit renewal application they will refuse the work permit (because she's not eligible for a work permit) and refund the fee.
