Visitor Visa for Spouse When PR is in process

Can we apply for a visitor visa for the spouse when I am on an open work permit?
I applied for my PR in August under CEC category, and got married in November.
As there is no update on my file since October 7. Meanwhile, would it be a wise decision to apply for visitor visa for her?

Chances for rejection is higher for recent marriage cases. Rest all depend on case processing officer if he thinks marriage is genuine then might you get approval but my recommendation is to apply for spousal work permit instead of visitor visa.
