Visitor Visa - Biometric scan

Hello,
I am planning to apply visitor visa for my father using my CIC account. He is in india now. As per the new rule, he has to give his fingerprints to CIC. If I apply online, when he will give his prints? While submitting his passport (upon approval of his application) Is it acceptable to submit the application without fingerprints?

They will send you a message on myCIC account for biometrics, and that's when he is supposed to give at the closest VFS office in India. The application gets processed only upon receipt of biometrics of the applicant.
