Very hard to comment without more details. What kind of ties they can show to their home country, why they want to visit and how long they want to stay. Is a family or 1 person. Do they have family in their home country try. How recently did they lose their PR?

Not great if the only recently lost their PR and a month is too long. If you can leave for a month your ties aren’t very strong. They can certainly try nobody can predict but there will be concerns that the person will be trying to find a way to remain in Canada. Perhaps look for a job in Canada or get married.

Thanks for quick reply.
OK. If he goes with his spouse, and my friend from Canada send the invitation
PR lost 1 year ago.

If both of them want to travel there will be even more concern that they are trying to return to Canada to find a permanent way to stay but it is impossible for me to speculate what the chances of approval are. They need to have a lot of proof that this is only a temporary visit to Canada if they apply.
