visa stamping at other office

Hi every one, Do we need to do an address change in our file to ask for the change in Visa office for stamping?
Let say I applied from India with India visa office and currently in Singapore for a work and I am gng to ask for change.
Should I need to update Singapore address in the file?

Guys finally, I received Email confirmation from Ottawa!

After we already talked to a person who is flying to Toronto in 5 days and made arrangements, now the email comes!!!

Anyways, I am going to follow-through this email and going to submit my passport to Local VFS (they handle all our passport on behalf of Canadian High Commission, Singapore).

Passport Request received: 13th May 2014
Visa Office Change request: 14th May 2014
Reply received from Ottawa: 27th May 2014

I just got the so longed Ready for Visa. Request for printing at Bucharest. I had the feeling that I was the only one who left behind......By the way, it would have been my last day of waiting anyway, because I was planning to send my PP to Ottawa. I was even pondering what should I write to cancel my request
SIGH! Tomorrow I am sending my docs to Bucharest.
P.S They gave me 30 days, and they wanted biodata form, RPRF receipt and 2 photos

After you receive the Passport request, you need to email Ottawa and ask them to make arrangements to print Visa on Singapore.

I still haven't received a reply from CPC Ottawa on the initial emails that I had sent on 9th May, 2014.
Also, since I hadn't received any update from CHC New Delhi on my PP submission thus I had written to them on Monday.
I have just received a reply from them stating that I'll receive my PP by end of this week.

Following your footsteps future applicants in India, can send their passport to New Delhi if Ottawa never replies.

Thank God we finally received our PPR 3 hrs ago our timeline is as follows:

Additional documents received on 11th April 2014
Medical Request to spouse sent 28th April 2014.
Medical done on 7th May 2014
Medical uploaded on 9th 2014
RPRF Payment Request on 15th May 2014 ( Thou we already paid on 12th May 2014)
PPR Request 28th May 2014(Luckily i already sent my passport 3 weeks ago to my husband i hope this is fine with CIC)

Updating for the purpose of maintaining the excel sheet, to track the timelines.
I did not wait for the email response and sent my PP to CHC NEw Delhi after consulting VFS Global.
This current email response gives me additional 45 days from today to submit my passport.

It seems like they had left some requests to pile up before dealing with them .....It is all learning curve for those of us who are trying to understand how CIC works
