My aunt will submit my mom's visit visa aplication in VFS Manila. My question is, should my mom fill up a "representative form" as well because she's not submitting it personally?

Hi there! I dont think they need to fill up any.
My father went in there last week by himself to drop his and my mothers passport..and he didnt fill up any representative form for my mother
