Is usa pe licence valid and can r used to apply for Canada pe licence? Or you have to give the exam again?

PE Licence from USA is valid for reciprocity in all the Provinces except Ontario. The Professional Engineers Association of Ontario has been giving a very hard time to PEs and EITs from the US.

So, if you have a PE from US, and you apply for P.Eng. in any of the Canadian Provinces (except Ontario) you will not need to take any technical exams. But you will have to take a Principles and Practice of Engineering Exam, which covers engineering law and ethics in Canada. You may also need one year of Canadian Work Experience, but Saskatchewan, Nova Scotia and Newfoundland & Labrador would consider your US Engineering Experience in lieu.
