US PCC with arrest Data

I received my US PCC with arrest data on it, even when the case was dismissed (Nolle Prosequi) and my lawyer told me to answer No if i ever have a question "have you ever been arrested before?". Now i am confused About what should i put when it comes to question if i was arrested when I submit my PR Application. Do I answer NO or YES and how this Will affect my application? Will LOE help?

The answer is YES. In LOE, mention that the charges were dropped. If you answer NO, that would be misrepresentation and could result in a few years ban.
