no they won’t cover until you have acknowledgement of claim. You should contact ircc about this and talk to refugee agent

Unfortunately they wont be able to apply "retrospective" once he receive medical care/plan. Poster will have to pay medical bills our of pocket. However, he may contact refugees settlement service agency if he cant afford, and if they have some programs/funding to help in such situation.

i have tried it and got through, the thing is you if you dial then hang up then wait 5 mins try again that won’t work. For me i was constantly dialling for 40 mins then got thrugh you need to keep trying and they won’t respond to webform for this you need to talk to them
