TRV for 10yr brother to visit with mom can he attend public school for 1 term during visit to Ontari

I want to apply for TRV for my 10yr old brother to come visit with my mother who already has visitor visa, there is no one to leave my brother with. They will come for 6 months as I will be having my 2nd child, so my mom will come to help me.

but my question is, if he gets approved can he attend the public school the term he will be here from Jan - June?

No he doesn't qualify to attend school. He would have to have a study permit and you would have to pay international fees. $15000 for full year.
