I am currently on my work permit that expires in January 2022 and have applied for PR in August from Canada. I need to travel to India soon, expecting to come back before my work permit expiry. If at all my PR gets approved in the meantime, can I still travel with my work permit's TRV?

You cannot become PR from outside Canada even if your application is at approved stage. So if your application got approved when you are in India, you can still travel with your TRV.
