Trade certificate from Saskatchewan

Iam planing submit express entry profile and my CRS score 367 ,Iam Bachelor Degree holder worked as service Engineer in electronic instruments.
To increase my points am I eligible to apply for trade certificate in instrumention technician from Saskatchewan?
