First he has to get TRV visa to visit you.

once he is in the country and you get married you can apply in-land or outland to sponsor him

I dont see why not! good luck

one thing to consider: were you in a common-law relationship before landing? (if you've lived together for 12 months before landing, you are common law). If that's the case, I hope that your partner was included in your application before you landed, because if that's wasn't the case, you can NOT sponsor him, ever.
Depending also on how you got your PR, you should be careful : if you had it because you were a dependent of your parents, it might invalidate your PR if you were in a common-law relationship.

So : quite a few things to consider before taking that road.
Good luck,
Sweden

It's a common question and indeed, it's important that in your application you prove that you weren't common-law. Best way is when you fill out the application to clearly indicates where you have been living, and where he has been living. If you don't have a common address, then you are not common-law.
Good luck,
