Tips for buying a used car

Hi All,

I am currently in Mississauga and looking to buy a used car in coming weeks. I am looking to spend somewhere around $3,000. What best can i get in this budget, i mean which brand/model, year and mileage combination will be a good buy for this budget?
Also, which route to take, dealer or individual seller? If buying from individual seller, what is the exact process to complete the purchase?

I don't have in-depth knowledge of cars so a bit clueless. Please help... Thanks!
