Does it actually take a length of 13 months to process the cec application ? or is it the maximum estimate, I saw few members on the site having a much shorter duration.

it all depends on many factors... my whole process took 8 months, I had to redo my blood tests during medical exam so there was one month delay on my side, lots of ppl become a PR in 7 months, lots of ppl are still waiting from November 2013 which is the month I applied... It all depends... Sometimes it is 7 months, sometimes it is longer...
