Time frame for issuing visa after

I recd email from cpco final request on 26th August 2017 to submit passport and pic via Vfs to Ghana. I have done that on the 29th August and the tracking shows that the passport has reached Canadian embassy at Ghana. I want to know how many days it take to stamp visa and issue copr.

But does this also mean that I have rec'd PR and just awaiting stamping or there is still some decision to take.

This is basically a confirmation that your application has been approved unless they find some undisclosed or tampering evidence in your passport.
