There is no law that says they can't get laid off. If this happens, they have until the end of their work permit in Canada to look for a new job and get their work permit changed or also in the case of a temporary lay-off, wait for a recall.
Labour standards vary but for example, in AB, you can lay off people temporarily without paying them their notice as long as you call them back within 60 days. Some employers might prefer that since some of the people will have found a new job or gone home before the 60 days are up and the employer saves himself paying them their notice. Some employers may prefer cutting down the hours instead to 3 or 4 day weeks.
Temporary foreign workers are not entitled to EI payments when they are laid off even though they pay into it. The reasoning from EI is that even though they are ready and willing to take another job that comes along, they are not able because their work permit is tied to the one employer.
