super visa to PR

Hi All,
My parents have super visa(valid till 2023) and currently they are staying in Canada with us. We have done medical for their PR recently. Application is processing in home country. I have few questions,
1>If the visa office request passport for stamping, Do my parents have to go back to home country to get visa stamping?
2>Can my parents get visa stamp from Canada?

If their application is being processed in home country, then the PPR will come from that Visa office. They will then have to request for their case to be moved to Canada Visa office. After it gets moved (if at all), then they can change to PR's via a landing interview.
