Hello, my wife is a Canadian citizen, her father is Mexican and has already is ETA but his wife is Congo citizen. Can she apply for a super visa to visit us or a traditional visa?

Either super visa or traditional TRV.

She is eligible for both a super visa or traditional TRV. For a super visa, she need to show the minimum income requirement.

Have you and your been living and working in Canada? Do you meet LICO? That would be the first deciding factor for whether you should apply for a supervisa or a TRV. How long would they life to visit you? What is their financial situation and where do they live? Do they still work, own a home, etc.?
