You can apply for study while on visitor's visa, but applications are simply made outside. You can apply online to your home country or where you have residence permit or submit paper application to in Los Angeles.
Assuming you choose your home country, you will have to go back to submit your passport for TRV (if required), if you don't need a visa to enter Canada, then you will need to cross the board and re-enter as a student. The same applies to Los Angeles: you can post your passport for visa (if required) and or cross the board to re-enter as a student. Is it clear to you? Please note that, how easy this becomes depends on your nationality. For example, if you apply through Log Angeles office, you must make sure you have US visa or requires no visa should in case they ask for interview.
