study permit for spouse currently having open work permit

Hello, can anyone help me on the following please:
currently I am under open work permit in Canada (Quebec) based on my spouse's study permit. Now i want to apply for a study permit and a CAQ to study in Quebec.
1.First of all, am I eligible for this?
2. Secondly, if i am able to obtain the study permit, can my spouse apply for an open work permit based on my study permit?
