Hi,
I applied on 18th of December for Study permit. Still the status showing is We are reviewing your eligibility the requirements.
My college will start from 4th march.
What should i do? It's been 42 days now.

Processing time for a SP from India is 4 weeks. Use the web form option from your cic account and send a case specific inquiry.

Now I get the mail from vfs stating that
Your processed decision envelope has been dispatched from the IRCC Office, on 2019/01/29 and is on transit through the VAC in (HUB City) to the Canada Visa Application Centre in Pune.
But on my CIC account still the same update is showing that we are reviewing wether you meet the eligibility requirements. How to know what decision they have taken?

I have submitted original IELTS test report. Can I get it back from CIC after visa approval.
