Student in US applying for PR in canada

Guys

I am a PhD student in the US (from India on a F-1 visa in the US). I am about to graduate and looking in to PR in canada. In http://www.cic.gc.ca/english/immigrate/skilled/index.asp it says "You have at least one continuous year of full-time, paid work experience or the equivalent in part-time continuous employment."

does working on your PhD count towards that. I get paid as full time graduate student. does that count?

Also can i apply right before graduating or do i have to graduate and then only apply to qualify for advanced degree. I am asking this because if i apply 2 months before graduating by the time the application is processed I would have graduated. I have a M.Sc from India. would that qualify for points.

1. Working on your PHD does not count as skilled work. Your salaried graduate work may, depending on what you were doing.

2. You have to meet the criteria at the time you apply, if you wish credit for the PHD, then you have to wait until you receive the degree.

From mail waht I infer is that indian citizens can apply for canadian immigration from US!
Is it a faster process than compare from india?

Only if they have been admitted to the US/Bermuda/Canada for 1 year. The processing times of applications processed are here.
