spouse in india and got an ITA stated he'll be accompanying in the application

Hi everyone,
I got an ITA and I my suppose was added to my application . He is in India can I still submit all the documents as required and will he be getting the PR( if all goes well). or it there a different way to go about it?

or should he travel to Canada before I submit my application for PR


really appreciate your advice.
