You can obtain a police certificate from the local Public Security Bureau by asking someone to act on your behalf in China. To do this, you must give this person:

Specific written authorization.
If you are a Chinese national, a photocopy of your national identification card and household register booklet (hukou).
If you are a non-Chinese national, a photocopy of your passport, including the page that contains the Chinese visa.
The person acting on your behalf must present the documents to the local Public Security Bureau.

Hi, if you are referring to declaring prior to issuance of visa, there is a form that you have to submit. But if it's after getting the permanent residence then naka land na, I've read somewhere that you can tell the immigration officer upon landing. But if the child was not declared with the intention of hiding it, there is no way for that person to get the child. I've known two who did this and until not, Hindi nila makuha ang anak nila.

kahit iappeal n s lawyer wla p din? or kaya nmn mresolve ng lawyer?

Rule nga kasi yun. Kailangan lahat ng family members naka-declare sa application ng PR or else hindi na niya mai-sponsor yun ever.

Hello everyone, does anybody knows about the "goods to follow" for the first time immigrant?

Goods to Follow: aside from your allowable baggage on your first travel to canada (usually: 2pcs 23kls), you can also send the rest of your belongings later, im not sure if its free of charge or cheaper rate, but you must list those items on your "goods to follow" list at the time of landing

No. From what ive heard, it is even a ground to revoke your permanent residence because you lied in the application. there are many news articles about this and the immigration remains firm with their policy. if you do not declare it, you can't sponsor a child.

what do you mean declaring an undeclared child? do you mean your wife gave birth to a newborn baby is that it? Next question is the sponsor a PR or a citizen?
I mean the husband of my sister in law. he was a PR holder 2yrs from now. He did not declared his son as a dependent child before and after he land to canada that time. Her husband came home in the phil last yr dec and they got married. Last 2 months ago Aug they file application family class to cic. Her husband called his Mp whats going on his application and the MP said on oct 1 his application was decision made, the letter will be mailed to him not email. On 18th of Oct her husband got his letter it is stated his application is denied as a sponsor coz his son he did not declared as a dependent child. And then now they try to resolve a problem to his lawyer. If you dont mine what do you think they have a chance to migrate her son to canada? how many percent chances is?

The only way i know is appealing by humanitarian reason. To win that case is notbeasy though even for the most experienced lawyer. It is worth a shot, given we are talking about a kid here.

As mentioned several times here, one couldn't bring an "undeclared" child. His application to sponsor was already denied, right? Sure they get a lawyer but that would be "suntok sa buwan." Common case ito and many have tried and failed.
