Have you tried entering:

UCI number (should be on SA letter)
Sponsor's surname
Sponsors birthdate
Sponsor's country of birth

I was able to access ecas this way a few days after receiving the letter via email. We still cannot log on using the file number nor my using my wife's (the applicant) details.

After receive SA... Paano malalaman kung dumating n sa manila embassy application?? tru email? Should i need to submit additional information or make any further enquiries regarding the application.
