That's a good question, but I don't see why it would make any difference. I'd suggest waiting till she's 18 though, it won't hurt anything since you can't submit the application until then anyways.

Just get everything else ready then do the medical last right before you send it.

Why? Even in Canada, a girl can marry at 16 - with right consent and permissions.
There are a 100 countries where a girl can marry at 15,16, or 17.

Funny side facts about US:
In New York, one can marry at the age of 14, with the consent of parents.
In North Carolina, one can marry at any age (no minimum) with consent of parents and a judge if the girl is pregnant.
In West Virginia, one can marry at any age (no minimum) with consent of parents and a judge. No pregnancy required.

So, 17 almost 18, I'm pretty sure it is legal. :)

It depends on where the marriage took place. And the age of his wife at marriage.

It will be better if there is no significant age difference.
