My mother is residing here in canada and we are thinking about sponsoring her so she can get a PR. If we go ahead with the application, can she travel to and from Canada while we wait for the results (which I assume is many years of waiting time from what I read)?

Since all parents apps are processed as outland apps, the parent can enter and leave Canada as they want during the process. To enter and stay in Canada she will need to maintain valid visitor status here separate from the PR app.

Of course to apply for your mom in January 2017, you'll need to show you and/or your spouse's income meeting LICO for 2013, 2014 and 2015.
