Sponsor step parents?

I want to sponsor my mother and stepfather to move here, obviously I can't sponsor my step dad but can I add him as a dependent on my mom's application so he can come too? She won't come without him (and rightly so).

Just thinking with the majority of people in split families surely there has to be a way?
