I would like to sponsor my mother but my income does not meet the low income cut off. My spouse would like to cosign but he is currently on EI (unemployed). With both our 2009 assessment, our numbers look pretty strong and meet the LICO requirement. My spouse is actively looking for a job now since he got laid off 4 months ago. Should we start applying now or should we wait until he has a full time job again? If we apply now, when our application gets processed, will CIC ask for an updated notice of accessment?

Well seeing as it takes around 4 years to sponsor a parent your spouse will likely have found a job by then,so as soon as his status has changed they say he must inform them.And EI is still considered an income.So your safe to apply now if you like.
