sponsering a spouse from outside of canada

can someone explain to me the process of sponsering a spouse from outside of canada?

they send the paperwork to canada?
they send it back and its processed in your countries visa office
i just dont get it

please explain how the process works

First the whole application is send to Mississauga...then they process it for sponsorship approval. Once the sponsor is approved then they transfer it to the visa office that process the PR application. Then the waiting game started.
