at least 60 point in sinp grid.

This is risky. They have your previous records now. When you submit your documents again, they will match them. They can ask you the reason.

CAN I APPLY UNDER SINP EE STREAM?

First u will have to enroll with CIC EE pool. That registration number u have to use for SINP EE application submission. Many people of below CRS points than u are happily living in Canada and playing ice hockey, skiing etc. SINP looks only the registration in CIC EE number and appropriate points in their points grid.
