Three months passed, need I send a email to query about the result?

I don't think you need to send a mail just yet, as there are a lot of people in the same shoes as you. My friend also applied same date and still in progress. Maybe you should give them some more time.

My application is received on 25th sept 2015 under sinp skilled worker OID without job letter by pre screening of file they send me list of documents which are not uploaded and status is changed to APPLICATION RETUREND can anybody suggest me what i have to do ?

Is there any option for missing documents?

i'm afraid you are out of run. I got the same response on June 2015 due to I forgot one document and they didn't give me any chance to upload it.Anyway you can make a call and clear your doubt
