My brother become a PR in 2008,since then he is out side of Canada. His 730 days period begins from March 2011.If he delay his entry another 2 months, Will they allow him to enter to Canada? What is the renewal procedure for him after 5 years?

Your message is not clear. Why and how does his 730 day period begin in March 2011?

Inorder to keep his residency he has to enter to canada before march 2011,because he become PR in 2008.His PR status will end in March 2013.
My querry is,What will happen if he don't enter before march 2011.

he might be allowed in Canada, but he will face troubels when he apply for a new PRC.
The best advice therefore is to comt to Canada before March 2011 and be in the safe side

Does he have any way to come and spend time in Canada, even in short pieces to accumulate those two months, so that he can take care of the things he has to take care of outside of Canada between March and May 2011?

It is possible that immigration will question him at the border and if they think he does not meet the residency requirements, they can start proceedings to revoke his PR. They will let him into Canada and he will have 30 days to appeal, either prove that he does meet the residency requirements or appeal on humane and compassionate grounds which could apply for example if he has been outside Canada because he was taking care of a sick parent or something similar.

If nobody says anything to him as he enters Canada, he only has to be careful that he does not apply to renew his PR card until he has 730 days. That means that he will have to let his PR card expire and wait a couple of months before he applies to renew. This should not be a problem for his daily life in Canada. If he applies to renew with less than 730 days, he is alerting immigration to the fact that he did not meet the residency requirements. If he waits until he has 730 days, he is safe.
