Hy,

When I am a permanent resident in Canada, can I work, give invoice, and etc. and get payed for my work without opening business by its name (for example Milos's computer service) and register that name in some register, and of course pay tax on the end of the year? Is that legal?

No. You would need to incorporate a business and set up a HST or other (depending on which province you are in) tax number for goods and services taxes. Then, you would be allowed to collect the relevant taxes from your customers, and remit said taxes to the government on an ongoing basis. At year end, you would pay income tax on your earnings, coupled with personal income tax on the dividends or income you took out of the business.
