Is it really necessary to pay for the security deposit when entering Canada? I was requested by the CIC (Citizenship Immigration Canada) and Embassy of Canada in Manila to make a security deposit for them to process my visa. They said that it would be refunded when I arrive at the airport? Is this legal? Can somebody help me about this? thanks.
