The Government of Saskatchewan has announced that, in response to feedback from immigration stakeholders, the Saskatchewan Immigrant Nominee Program (SINP) will be overhauled and streamlined in the New Year.

The SINP is Saskatchewan's Provincial Nominee Program (PNP). Most Canadian provinces have dedicated PNPs, which allow them to nominate foreign nationals to the Federal government for Canadian Permanent Residency.

Changes to the SINP will become effective January 2, 2014. The program, which currently consists of nine immigration sub-categories, will see these sub-categories combined into three overarching categories. They will be as follows:

International Skilled Worker;
Saskatchewan Experience; and
Entrepreneur and Farm

In addition to changing the structure and content of the program, beginning in January all SINP applications will be submitted and processed electronically. By using an exclusively online system, the overall process will be made easier and more efficient for both applicants and visa officers.

A number of significant changes will be made to each of the three new immigration categories. Below is a brief summary of these changes, as well as a commentary on what applicants can expect from the new system.

International Skilled Worker Category

This category has been created for workers who wish to live and work in the Province of Saskatchewan. Applicants can be nominated by the SINP for immigration if they successfully demonstrate that they have the necessary experience, education, language and adaptability to thrive in the province.

The program will include the following criteria:
A points system that assesses employment offers, education, work experience, language skills, family connections, and other factors. Family connection points have been increased and can now account for up to 20% of total points;
Applicants must have language skills equivalent to or higher than Canadian Level Benchmark 4. These skills must be proven by submitting scores from an SINP-approved language exam;
Applicants with work experience in a regulated profession (such as nursing or engineering) must obtain necessary provincial certification; and
Applicants without a skilled job offer must submit a settlement plan and proof of settlement funds.

For 2014, a total of 250 applications will be accepted from applicants who do not have a job offer in Saskatchewan. Applicants' occupations must be included on a designated list of occupations. This list, as well as more detailed guidelines on the points system and application procedures, will be made available in December 2013.

International Skilled Workers (Eligibility Criteria):

The International Skilled Worker category is for skilled workers who want to work and live in Saskatchewan. This category enables the SINP to nominate individuals with post-secondary education and high skilled work experience that have the education, experience, language ability and other factors to help them to successfully establish and integrate into Saskatchewan's labour market and communities.

Eligibility

You may qualify to apply under the SINP International Skilled Worker Category if you live outside of Canada or you have proof of legal status in Canada, you are not a refugee claimant and you meet the following criteria:
You must score a minimum of 60 points out of 100 on the point assessment grid.
You must have a minimum of one-year work experience in the past ten years in your intended occupation. If you are not providing a skilled job offer from an approved Saskatchewan employer you must have a minimum of one-year work experience in the past ten years related to your field of education or training in a skilled position.
You must have a minimum language score of Canadian Language Benchmark (CLB) 4. CLB 4 is the minimum; employers and regulatory bodies may require higher language scores.
If your occupational education and work experience is in a regulated profession or compulsory apprenticeship trade, you will be required to demonstrate that you have obtained the appropriate Saskatchewan licensure to be able to work in that profession before you apply.

You must provide:
An offer of permanent, full-time employment in Saskatchewan either in an occupation or trade in the National Occupational Classification (NOC)Matrix level "A", "B" or "0", or in a designated trade in Saskatchewan (To provide proof of this you must have a valid SINP Job Approval Letter. OR
If you are not providing a skilled job offer from an approved Saskatchewan Employer you must meet all of the following requirements:
Your field of education or training must be in a high skilled occupation NOC “A”, “B” or “0” that is considered to be an in-demand in Saskatchewan.
You must have completed post-secondary education, training or apprenticeship equivalent that is comparable to the Canadian education system of at least one year in length that has resulted in a diploma, a certificate or degree.
You must have proof of a minimum of one year work experience in the past ten years related to your filed of education or training in a skilled position
If your occupational education and work experience is in a regulated profession or compulsory apprenticeship trade, you will be required to obtain the appropriate Saskatchewan licensure to be able to work in that profession before you apply. To see if the occupation is regulated in Saskatchewan, go to Is my occupation regulated?. Proof of eligibility for Saskatchewan licensure from the regulatory body will be required as part of the SINP application.
You must have proof of settlement funds and a settlement plan.

Program criteria may change without notice and applications will be assessed according to the criteria on this website when the SINP receives your completed application. Please be advised the SINP is subject to a nomination limit set by the federal government and application intake thresholds. The ability to be nominated is affected by these constraints and program criterion. No application is guaranteed to be accepted and/or nominated. The SINP will accept a maximum number of applications in each calendar year for applicants with and without employment offers. Visit SINP Application Intake Thresholds for more information.

Please note that the SINP will accept 250 applications in 2014 from applicants without an offer of employment whose high skilled occupation is in demand in Saskatchewan.

First, l would like to know if "INTERIOR DESIGNER" is in demand in Saskatchewan? I cannot find the "in demand" list in the website.

also, i still need to submit the documents for assessment of qualifications to Interior Designers Association of Saskatchewan (IDAS). Do you think it I can submit before the quota of 250 is finished?

Intake threshold will reset on next year. Jan 2015. ;)
