Hi, I completed soft landing in July 15, 2020. By when do I need to move to Canada to fulfil the RO?

I do not have a PR card - the landing officer said I should apply when I move. Does this mean I can only go to Canada via land border?

Math: you need to spend 730 days in Canada between July 15 2020 and July 15 2025. (And then any five year period afterwards).

OR (easier): make sure that in that same period you are not absent more than 1095 days (this is just arithmetic restatement of the above).

You'll have to do the dates and math yourself. It's not complicated.

Or you can enter by applying for a PRTD from abroad and then flying. You want to do this in advance - well in advance - of breaching the residency obligation.

You may find entering by land border more convenient though.
