Renouncing PR to apply on Express Pass

Hi, this is my first post but have read a lot in this forum and this has been very helpful..

This is my situation,

- I wasn't able to fulfill my residency obligation and my PR card is expired but recently I decided to try and come back to Canada because my parents are there. So I decided to try and get a travel document. And knowing I would not be granted since I wasn't able to complete a 2 year obligation, I wrote my reasons on the "Humanitarian and Compassionate grounds" but I know that my reasons are weak so no point in elaborating that. It's been 2 months and there is still no reply from the Embassy.

Knowing my reasons are weak, I somehow feel that I would be rejected so my question is, when they reject my application I decided that I will not appeal and renounce my PR entirely, could I apply for Express Pass and start clean? or will that have a negative effect like a blacklist or unwanted people list?

No - you won't be blacklisted and can certainly apply again through Express Entry.
