Regarding: Mailing PR Card

I asked my brother to mail my PR card from Canada to USA. He went to Fedex but they refused to send PR card outside of Canada. Has anyone got any info on mailing PR cards outside of Canada? Is it illegal ? If not, which courier service can be used?

Just put the PR card inside another envelope. When they ask just tell them you are sending in documents. They have no way to know what is actually what you are sending. Unless you disclose it first.

Strikes odd to me, for them its just a piece of plastic.

I have sent PR cards, passports, visas, etc. through FedEx before. I put it in an envelope and send it as personal documents.
