refusal for study permit, TWICE!

hi, I've been refused twice for a study permit, the reason for the first attempt was financial,purpose of visit and wasn't convinced that I'll be coming back when my visa ends. Then I've applied again fixed the financial issue but the purpose of visit and convincing was selected on the refusal letter AGAIN! So please advise me what do to about the purpose of visit because I don't know what else to add, I've applied with the letter of acceptance , i paid my tuition and attached the receipt with it! what more does the officer want?! isn't that enough proof??
